A Message from the ONE PIECE CARD GAME Development Team
To all of our passionate players and fans,
This is an update from the ONE PIECE CARD GAME Development Team.
First of all, a big thank you from all of us for playing the ONE PIECE CARD GAME.
In today's update, we would like to address the latest changes to the Banned/Restricted Card List.
Regarding the Policy of Banned/Restricted Card Revision
We, the Development Team of ONE PIECE CARD GAME, consider as the main policy for game designing that the players and fans can enjoy numerous decks built around the leader card.
Throughout the year, we continuously monitor the game environment to ensure strategic diversity is maintained, always considering whether revisions to the Banned/Restricted Card List are necessary.
We contemplate implementing Banned/Restricted Card considering multiple aspects of certain decks such as the winning rate, the results of several competitions, the usage rate (how much the deck has been used in one competition), the comprehensive influence to the future of the game environment, and if a certain deck will inhibit the play of various Leaders.
For that reason, we also consider removing certain cards from the Banned/Restricted Card List considering changes to the game environment, and if we can ensure the players and fans will be able to fully enjoy the game once again.
Typically, we plan to announce revisions to the list once after the conclusion of Championship Season 1 in Japan, and once after the World Championship.
However, if we estimate that a certain card is going to prevent us from providing an enjoyable environment, we will add Banned/Restricted Card without waiting for the end of a Championship season.
Regarding the Banned/Restricted Cards
Since the release of the ONE PIECE CARD GAME three years ago, the card pool has expanded dramatically, leading to significant shifts in the viability of different Leaders and Characters.
To make more precise adjustments to the game environment and preserve the viability of as many Leaders as possible, we are introducing a new "Banned Pair" system.
This system prohibits a specific pair of cards (Card A and Card B) from being included in the same deck.

OP11-040 Monkey.D.Luffy

The deck built around "OP11-040 Monkey.D.Luffy" was intentionally designed to have a weakness to exploit in the early-to-mid game to balance its ability to ramp up DON!! cards quickly.
However, the inclusion of these cards allows the deck to compensate for that weakness, giving it a strong defensive stability that maintained a high winning and using rate.
This pairing limits the number of decks that can effectively compete against it, which in turn harms strategic diversity. As such, we have decided to designate these cards as Banned Pairs.
Banned Cards
A deck must not contain this card to be permitted in official competitions.
OP03-040 Nami

As new card sets have been released, the deck built around "OP03-040 Nami" has become far stronger than intended. Moreover, its unique strategy has diverged from the gameplay experience we want to provide.
Furthermore, we deemed that the presence of this deck, will constrict the development of Blue cards with the “Drawing Cards” effect, and significantly reduce Leader diversity in the game environment.
As such, we have decided to designate this card as a Banned Card.
Following the addition of "OP03-040 Nami” to the Banned List, as a replacement we plan to distribute a new leader card with a new text "P-117 Nami" in future events.

After assessing the current game environment, we are removing the following cards from the Banned List.
Unbanned
OP05-041 Sakazuki
*Parallel cards included.We have determined that this card no longer poses a threat to Leader diversity in the current environment, and have therefore decided to unban it.
OP02-052 Cabaji
*Parallel cards included.Now that "OP03-040 Nami" is Banned, we have concluded that this card's impact on the current environment is no longer an issue, and have therefore decided to unban it.
To maintain an enjoyable game experience with a huge diversity of decks for all the players and fans, we continue to monitor the game environment, and implement revisions if necessary.
